First you have to go in settings > user > Inventory Update Access

This is product view before access rights, in this update quantity button is not visible.

This is product view after access rights,Now you can see update quantity button is visible.

same will work in product variants.

After click on update quantity you can see there is not apply button is visible for apply the quantity.

After giving access rights apply button is visible here.
